John,

3B7B86 and its sister ship 3B7B85 are operated by the Department of Civil Defence and Emergency Preparedness which is a department of French Ministry of the Interior. So it is a civil aircraft but they are sometimes employed in a paramilitary role.

Tristars are having an upgrade, mainly avionics. ZD949 was at Marshalls last month, the third to be upgraded.

800242 K2676
80021A K2679
80020B K2681
800247 K2696

No position data, but all were at Westbound Flight Levels 180 or 200.
