You do realise that using an earlier version is not going to work?

People who have suffered this problem have usually fixed it by changing to another USB cable, or in some cases have turned off the Root Hub power saving setting in their Windows Hardware settings.

Nothing else is going to help, the versions you are asking for have bugs that were fixed before 3.13 was released.
