No.  That's a Special Air Mission flight, thus SAM.  Sometimes they will use SAM#### or S####.  That one also used its reg 070400 for a while. Probably a lazy crew right now not bothering to add the mission number.

Unusual one - I'd known that Atlas Air were taking over Boeing Dreamlifter operations from Evergreen, but here's the first one that I've noticed.

That will be short for snapshot. Their role is Airborne Ground Surveillance.  The under fuselage radar is very capable.  http://www.raf.mod.uk/equipment/sentinelr1.cfm
