Port 30003 "emulator"

Anyone knows if there exists a program to emulate the output from port 30003 ? I'm still developing my software, and there is not a lot of aircraft here, and I'm dependent on  reading the socket info. I think I saw something like this for SBS some days ago, but am not able to find that now (that could also be used).

Lets you capture port 30003 output, and then replay that out onto port 30003.  Can also be used for port 7879.  Great for testing.
