Interesting aircraft

Have been tracking a balloon at about 62000 ft for an hour or son. ID's as HBAL014 Project Loon. Has an N number but its not in data base.
The web site says they are trying to provide connectivity to under served areas, mostly in South America.  This one must have got away, its nearing Columbus,. Ohio USA right now.

Lots of them in the Caribbean at this time.  Usually see them in South America as well

They are not on the FAA listings and dont have a registration allocated.  HBAL014 has hex code A3ED37 which decodes as N352LB and shows as not allocated hence the reason no registration is shown

3x uav`s operating to the north of Bedford between Clapham and Milton Ernest just to the east of the A6, BBuav5 / 6 / 7.

Have a target in the middle of the North Atlantic, showing GYYRO / MM16 at 1325 feet doing 466 knots. Any guesses?

Does anyone know what a Russian government IL-96 is doing approaching Washington IAD on a Canada-avoiding flight from St Petersburg  - it's RA-96019 as i/d RSD88? They're surely banned so what's going on?
