General question on interface window

Does anyone else have problems with the vertical scroll on the Interface window, where by the scroll block always sits in the middle of the scroll bar?  Makes it look like your always in the middle of a vertical page.....

Yes, it's difficult to figure out where you are in the list with the scroll bar always in the centre.  I suppose that I've just got used to it now.
