If it is, then the flags table needs updating as follows:

1. Add entries for:
241   Greece
262   Montenegro
357   Panama (Republic of)
370   Panama (Republic of)
414   China (People's Republic of)
542   Niue
566   Singapore (Republic of)
745   Guiana (French Department of)

2. Change 329 from Guadeloupe to France
