AAD63C however decodes to N798FB as you state which makes the c/n 57282 as per FAA

Just had Citation 650 HA-JEC c/n 650-0190 come on with hex 47182E. The flight id was CNTKD (presumably CN-TKD). Possible new owner using old hex.
